StreetPass with other players—even if you’re not there at the same time.
With StreetPass Relay, you can now get StreetPass data from other players at Nintendo Zone locations all across North America. When a Nintendo 3DS user gets near a StreetPass Relay Point and has the StreetPass feature enabled, it will automatically store their StreetPass data temporarily and then send it on to the next Nintendo 3DS user to visit that same location who has the same game(s).
The reason for this update was because unlike the Japanese’s more conversational culture where people would find themselves congregating and passing by each other more often, the American culture was mostly not the same unless you lived in a busy city. Because of this, North American 3DS users would experience a lesser amount of successful StreetPass connections rendering the feature to be almost useless.

Added support for the StreetPass relay feature:
